DEC STD 066-3

Policy for Designing Products for All Countries Designated as Strategic Markets

Order Number: EL-00066-03

This document, DEC STD 066-3 (dated March 15, 1990), specifies Digital Equipment Corporation's mandatory policy for designing products to be competitive in all countries designated as strategic markets.

Key aspects of the policy include:

  • Product Design Requirement: All Digital products must be designed to meet the requirements of designated strategic markets, with this compliance addressed before the product exits Phase 0 of the Phase Review Process.
  • Strategic Market List: The standard provides a list of specific countries deemed strategic markets (e.g., Australia, Canada, France, Germany, Japan, United States).
  • Adding/Deleting Countries: It outlines a formal process for proposing the addition or deletion of countries from the strategic list. This involves a detailed proposal from a senior field manager, review and approval by the Manufacturing/Engineering/Marketing (MEM) Staff, and subsequent updates to the list and internal standards by Product Operations/Internal Standards, Information and Services (PO/ISIS).
  • Waiver Process: A procedure is established to request waivers from this policy. Waivers can be granted if there's no market for a product in a strategic country or if the cost of compliance significantly outweighs the potential profit. These waivers require justification and approval from the MEM Staff, with PO/ISIS maintaining a record.
  • PO/ISIS Responsibilities: PO/ISIS is responsible for maintaining the standard, supporting the processes for country list modifications, providing consultation, and tracking all waiver requests and grants.

The policy aims to ensure that Digital's products are designed for global competitiveness and compliance with international market requirements.
